Description: The Program Managers will be responsible to to lead the initiative at the state level by providing technical input in designing communication and behavior change strategies and to provide support to the state and district teams in effective implementation of BCC plan.

Program Managers will establish seamless liaising and coordination with senior state level officials at PRI department, Swachh Bharat Mission, health department and extending technical support to state and districts particularly in the implementation of the Hygiene and Behaviour change programme. This position is also expected to place AKF’s HBCC initiative strategically within the sector, through the initiative’s communication and advocacy efforts The Program Manager will work under the overall supervision of the State Program Managers and technical Guidance of State WASH and health Lead.

Responsibilities:

  • In consultation with Project Lead in Delhi and State WASH / Program lead, finalize the monthly, quarterly, and annual implementation plan, to raise awareness of COVID-19, implementation of personal and Environmental Hygiene to stop the spread of Virus
  • Closely work with Area coordinator for implementation of activities needed to achieve HBCC program goal in all the four districts , including all BCC activities and field level demonstration to increase WASH access including Hand Washing facilities
  • Amplify COVID-19 preventive messages at scale by deploying digital solutions and mass communications. Support the team deployed at district, block, and community level in organizing mass media and community-based campaigns on importance

  • Establishing a good MIS system to Track project deliverables specially the practice of hygiene behaviour on the ground, at health facilities and in the communities. Undertake frequent field visit across the district to gauge the progress, identify challenges, on site mentoring and support and record best practices and innovations
  • Liaison with Panchayati Raj and other concerned departments on the need for increased investment in WASH behaviour change, and hand washing infrastructure and implementation of hygiene and behaviour change program
  • Facilitate the development training calendar for front-line functionaries (sanitation workers, Swacchagrahis, local village institutions members, district, and block level functionaries) to enhance their knowledge of COVID-19 prevention messages the four implementation districts
  • Provide support in organizing orientation of front-line functionaries (sanitation workers, Swacchagrahis, local village institutions members, district and block level functionaries) to enhance their knowledge of COVID-19 prevention messages.
  • Support the government’s WASH priorities and build capacity of functionaries to cascade information on good hygiene practices within the communities. This will include female trainers so that vulnerable women within communities can be effectively reached and supported.
  • Ensure increased access to adequate WASH facilities in target communities. This includes procurement and distribution of in-kind hygiene products to healthcare facilities, early childhood development (ECD) centres and key community spaces
  • Create a robust MIS and reporting system to gauge progress/ bottlenecks and develop plans accordingly
  • Identify best practices and document lessons learned and share learning with relevant stakeholders.
  • Carry out any other additional duties and responsibilities as may be assigned by the State Programme Manager from time to time.

Educational requirements:

  • A post graduate degree in public health, rural development or social sciences. Postgraduate degree/ diploma with specialization in Water and Sanitation work from recognized institute will be an advantage
  • Ability to establish a coherent course of action to achieve goals, ability to translate plans into actions, prioritise government engagement, monitor & review outcomes, and communicate the results clearly
  • Ability to build trust and respect among fellow team members and ability to expresses thoughts clearly, accurately and succinctly in verbal and in writing to different stakeholders to achieve programme goal.
  • Must enjoy working in horizontal, cross-functional teams; needs to be comfortable dealing with ambiguity, as well as situational authority and leadership.
  • Should be capable of meeting short deadlines and producing high quality materials with a fast turnaround.
  • Solution-oriented, creative problem-solver, who can be versatile and is willing to work around obstacles.
  • Excellent computer skills in MS Office especially in MS-Word and PowerPoint along with database management skills.
  • Excellent communication skills in English and Hindi. Knowledge of other Indian regional languages will be an advantage.

Experience requirements:

  • Minimum 4 years’ experience in WASH and Hygiene projects including experience of working on WASH program and working with PRI, education and Panchayat Raj department at state level.
