Climate Change Policy and Negotiations Lead

Responsibilities:

  • Reporting to the head of energy & climate change, coordinate engagement with key Ministries on India’s position in the UNFCCC process, develop shared objectives and initiatives, and strengthen partnership opportunities on emissions reduction and low carbon growth.
  • Provide substantive input to UK strategy and delivery during our Presidency of COP26, which seeks to make a real impact on global action against climate change.
  • Leading a sub-team of climate staff and coordinating with other teams including from DFID, SIN, UKRI and political – develop and drive implementation of our climate partnership with the Indian Government, including an ambitious collaboration agenda for announcement at COP26 that will be taken forward into India's G20 Presidency.
  • Provide expert technical and policy advice and reporting across the UK Government’s India network, and to London colleagues.
  • Enable effective policy dialogue with Government of India including through a new Working Group/ equivalent, based on excellent relationships with relevant Ministries.
  • Build effective relationships and engagement with thought leaders, civil society, business and finance institutions and use these to advance the UK’s agenda.
  • Lead the team’s communications work on climate, linking closely with teams across the mission and with the Press & Communications Team to develop and deliver impactful messages through innovative products and media.
  • Lead mainstreaming of climate across the mission, to ensure that the issue is at the core of every team’s agenda and embedded in programme design and delivery.
  • Work seamlessly with Energy Team colleagues on shared objectives and activities to advance team delivery. Contribute to Team priorities such as briefing, delivery of visits and events Dialogue and related government-to government working groups.
  • Demonstrate excellent written and verbal communication skills (in English) to brief senior officials, Ministers on a regular basis.
  • Contribute to the broader UKTEP team by taking on corporate roles and responsibilities such as leading learning & development.
The role will give the post-holder the opportunity to work with significant autonomy in delivering real world outcomes, while operating as part of a team. It requires someone with excellent knowledge of climate change, strong communication and people to people skills with the ability to be a self-starter and seek opportunities for achieving success in innovative ways. You will need to be comfortable operating within uncertainty – and recognising that it will often be you that resolves that uncertainty by developing the answers. 

Essential qualifications, skills and experience: 

  • Policy, programme and financial management experience, preferably of large ODA programmes. At least a Degree or Masters in a relevant subject, and 
  • a minimum of six years’ experience in policy and programme work in a relevant subject 

Desired Skills:

  • A good understanding of the UK Government’s priorities in India and of the UK’s rules and mechanisms for managing ODA. Knowledge of climate change and the low carbon energy sector, as well as of UK capability in the energy space.
