About the Project:

The historic walled city of Ahmedabad has been declared a World Heritage City (WHC) by the UNESCO in 2017, based on the WHC Dossier, which forms the guiding framework for all actions to be planned for the Conservation & Management of all the Heritage assets (tangible & intangible). 

The committee from UNESCO along with the inscription, has also mentioned the need for Local Area Plans (LAPs), mentioned as part of the Heritage Management Plan, for safeguarding the assets. The LAPs or Heritage Conservation plans as per the new draft development control regulations, would form the basis for implementation of any regulations existing or to be framed / strengthened with respect to Heritage Conservation in the historic walled city. 

The Ahmedabad World Heritage City Trust (AWHCT or the Trust), has been constituted as the principal body in charge of overseeing and getting implemented all the above work, by the Ahmedabad Municipal Corporation (AMC), the statutory urban local body. AWHCT has approached the NIUA for the preparation of the Conservation Plans.

The Conservation Plan intends to provide an enabling environment to facilitate redevelopment through use of policy, detailed plans, guidelines, regulatory framework, urban design projects and the start building the capacity to do so. A robust yet flexible framework for monitoring & evaluation is also needed to enable course corrections for the AWHCT and city agencies given the long period of any such implementation.

NIUA has a multi-disciplinary team of highly talented professionals in the team, and is looking for candidates to work on a forward-looking conservation management strategy for the walled city. The team would have the right combination of experience, expertise and skills to maximize the quality of the project deliverables as well as enrich the discussion on changing development paradigms for our cities. While the team would benefit from experts from both within and outside NIUA, it is expected that the team work in a synergistic manner on various work aspects.
Responsibilities:
  • Performing activities related to geospatial applications and geographic data development, modification, maintenance, and analysis. 
  • Designing and developing high quality cartographic products for the project especially updated base maps. Implementing and maintaining mapping applications on the web if required (for larger public dissemination through desktop and mobile devices). 
  • Developing data-driven presentations and visualizations. Representing the project in various meetings, public forums etc. 
  • Applying innovative thinking towards utilizing geospatial data for a strategic management plan. 
  • Staying abreast with cross-sector data and developments such as demographics, environment, housing etc. Provide data in formats such as tables, graphs and maps compatible to reports and documents. 
  • Interacting with the team and individuals from different government organizations for geo-spatial data. Locating, obtaining and compiling geographic data from variety of sources such as Census, site visits, satellite imagery, aerial photographs, maps etc.
Educational requirements:
  • Master degree in Geography/Planning with special focus on Geospatial studies or Master Degree in Geoinformatics with specialization in Urban Planning. Diploma in Remote Sensing and GIS is desirable. Practical training in all relevant GIS software with certifications is essential. 
Experience requirements:
  • At least 5 years of relevant work experience in the area of geospatial analysis in context to urban planning. Cross-sector knowledge in areas of urban planning, housing, services and infrastructure would be an asset. Extensive experience in using GIS, Remote Sensing and other tools for geospatial data analysis and its utilization in plan preparation. Work experience with Government Planning agencies is highly desirable. Research and Publications related to utilization of GIS platform and data for planning decisions are welcome.
Desired Skills:
  • Demonstrate expertise in some of the following thematic areas: urban governance; climate change mitigation, adaptation and resilience; urban planning and infrastructure; environmental planning; and/or related topics of concern to long-term urban resilience in Indian cities.
  • Experience of municipal capacity building, training module and working aid formulation 
  • Experience of working on assessment frameworks/tools, evaluation indices, standard benchmarks and tracking/rating systems is an added advantage
  • Experience of organizing and managing events and workshops is an added advantage
  • Experience of development of online training material is an added advantage 
  • Experience of knowledge management/learning management software and online training tools is an added advantage
  • Able to communicate clearly, strategically and sensitively with internal and external stakeholders
  • Good analytical and knowledge management skills including writing, presentation and moderation skills
  • Skills in MS-Office, Adobe Suite, relevant planning/implementation tools
Qualifications:
  • Technical Proficiency and Skills: Experience in working on city plans involving mapping, layering, data analysis and strategic planning. Proven strong conceptual, analytical and evaluative skills in these areas. High proficiency in GIS software such as Arc-GIS, Q GIS, Map Info, Auto CAD MAP 3D, and Image Processing Software such as ERDAS Imagine, ENVI and other relevant data analysis software such as SPSS is essential. 
  • Written and Verbal Communication: Ability to write well and produce short and long reports related to the project, prepare and give presentations to different stakeholders using easy to read maps.
