Description: As the State Lead, you will get the opportunity to build APAG’s presence in the state from scratch, and scale it over a course of 4-5 years to achieve NCAP’s objectives. The role will begin
in Lucknow/Patna with the potential to expand to a number of non-attainment cities in UP/Bihar respectively.
In this role, you will lead the implementation of actions identified in the City Action Plans to address air pollution through a Project Management Unit (PMU) and various other resources in cities across the state, starting with Lucknow/Patna. This is a dynamic opportunity where you will work closely with the A-PAG senior leadership, local city government officials, State Pollution Control Boards, Ministry of Urban Development, and other partners and vendors to have a direct impact on solving the air pollution crisis in the Indo-Gangetic plains.

Responsibilities: 

  • Implementation of City Action Plans (40% of the time):
    • Understand City Action Plans and reports to identify key areas of action in the short and long term that can be implemented and measured
    • Create an implementation plan based on City Action Plans which has details on goals, resources responsible for the tasks, deliverable timelines
  • Ensure implementation of the identified steps/ deliverables by supporting relevant city authorities to address any resource and capacity gaps
  • Ensure early and accurate identification of air pollution issues/ sources in the cities through processes such as survey of the city and third-party research
  • Stakeholder Management (40% of time):
    • Hire and lead high-quality, motivated teams in cities that A-PAG expands to in the state, starting with Lucknow/ Patna
    • Actively build relationships with various internal teams, policymakers, government partners, vendors, and other relevant third party organizations/bodies to leverage the best support for implementation of the City Action Plans
    • Carry out sensitization of Urban Local Body (ULB) officials on the importance of their daily
    • work in conjunction with mitigation of air pollution to instill ownership and accountability
    • Build and run citizen awareness campaigns to mobilize citizens to contribute towards the goal of improving air quality in the city/ state
  • Review and Monitoring (20% of the time):
  • Put in place a review and monitoring method to track progress on the agreed actions by using tools such as an online dashboard created by A-PAG
  • Ensure timely escalation of unresolved issues to the relevant authorities

Educational requirements:

  • Masters’ or equivalent degree in relevant fields, including business or development sector management, environmental studies or public policy with a strong track record of outstanding academic performance

Experience requirements

  • 8-12 years of work experience with managerial responsibilities, demonstrating excellent project delivery and relationship development with Government officials
  • Experience working in the space of environment/ air pollution preferred
  • Passionate about solving the air pollution crisis in India to create catalytic change

Desired Skills:

  • Experience in managing internal as well as external team members; Ability to work and coordinate with teams remotely
  • Strong planning, project management and organizational skills and an ability to set priorities, plan timelines and meet deadlines
  • Strong verbal and written communication skills, especially report writing
  • Great interpersonal skills and ability to interact and understand the needs of internal and external stakeholders
  • Comfortable working in ambiguous environments; self-starter that can use good judgment and resourcefulness to take action in the absence of clear guidance
  • Have displayed instances of quick thinking and entrepreneurial nature in previous projects/work assignments
  • Excellent analytical, critical thinking and problem-solving skills
  • Basic knowledge of Excel and other statistical tools; ability to quickly grasp and build
  • knowledge on technical aspects of improving air quality
