Responsibilities: Educational requirements:
- Reporting to Delhi Office Deputy Director within AFD’s Urban development team, the Urban Development Portfolio Manager will lead a portfolio of AFD operations in the field of sustainable urban development.
- Working closely with AFD’s Team Leader (based in Paris) as well as other New Delhi sector Portfolio Managers, he/she will be responsible for the identification, design and monitoring of a portfolio of integrated urban development projects.
- This will include a primary focus on sustainable urban mobility projects (intermodality promotion, NMT); public space making; urban planning and governance (including public finance and local sector reform), as well as multi-sector integrated urban development programs, with a specific focus on secondary towns.
- Prospective business development will include emerging themes, such as waste management, social protection for the urban poor, urban health or new investment sectors for AFD.
- He/she will be also in charge of AFD commitments implemented by non-governmental organizations (NGO) managed directly by AFD Headquarters (NGO funding window).
- Masters’ Degree in a field related to Urban development including Urban Planning, Urban Design, Mobility Planning, Public policy or a related field
- Three to four years of relevant experience in the fields of sustainable urban planning, sustainable urban mobility, urban governance or decentralization programs
- Familiarity with the Government of India and state government policies in the urban/municipal sector, with a specific focus on mobility and urban planning. Prior experience with international donors or public procurement is a plus
- Proficiency in engaging and managing a wide variety of internal/external stakeholders including Government, state officials, other donors, civil society, consultants. Demonstrated capacity to develop excellent client relations.
- Commitment to drive quality, innovation and impact across a range of projects (investment projects, technical cooperation programs, policy analysis) and ability to multi-task.
- Commitment to learn and develop new skills.
- Strong analytical and writing skills, including demonstrated track record in supporting urban policy analysis and drafting regular notes and papers
- Willingness to participate in transversal tasks, including communication, in collaboration with other team members
- Flexibility, autonomy and self-drive to work as a part of a small, multi-cultural team
- Excellent speaking, drafting and editing skills in English. Knowledge of French a plus.
