Description: EPIC India seeks a suitable candidate as the Technical Lead (Air Pollution) for an anticipated project to support the Government of the National Capital Territory of Delhi (GNCTD) in mitigating Delhi's Air Pollution. The Technical Lead would be a vital member of the core Program Management Unit (PMU) providing technical support on identified work streams, policy support to government officials, codesigning new research ideas, and facilitating expert consultations and technical dialogues.
Responsibilities:
- To provide both technical leadership as well as project management support to the Unit, liaise with key stakeholders and provide inputs to the relevant workstreams of the unit.
- To coordinate with experts on the real-time source apportionment studies of air pollutants and other key air pollution mitigation efforts initiated by the GNCTD and ensure their success by:
- Ensuring project adherence to general research design, sample selection, datamanagement, and general research protocols, and overall project management timelines
- Leading overall designing, supervision, and management of surveys/data collection,including assessing field staff, facilitating contract negotiations, overseeing survey piloting.
- Conducting complex data analysis and ensuring data security transmission from datacollection firms to the research team
- To work with technical experts/scientists and help co-develop a 'Clean Air Plan' for Delhi.
- To represent the PMU at technical forums, policy briefings, and events
- To synthesize evidence from GNCTD project streams to identify opportunities for new and innovate applied research opportunities with direct potential to improve Delhi’s air quality.
Profile requirements:
- A Master's or PhD degree in environmental science/engineering, environmental economics, public health, or public policy. Knowledge of modern impact evaluation techniques and background in econometrics, statistics, and/or survey data collection strongly preferred.
- At least 7 years of full-time professional experience (min 2 years for post doc candidates) in development consulting, think tank, research groups, or government
- Demonstrated knowledge of managing large scale air pollution mitigation projects in implementation or research settings is strongly preferred.
- An experience working with government officials in India is preferred.
- Ability to articulate scientific/technical matters to a non-expert audience.
- Excellent oral and written communication skills, both in English and Hindi, are required.
