Responsibilities: 

  • Refine and advance Jana USP’s work on reforms in spatial planning and design
    • Understand and internalise Jana USP’s body of work in spatial planning and design across city planning, land titling, city street design, neighbourhood place-making – both on the practice front, and on policy and reforms.
    • Synthesise and articulate this approach to spatial policy and reforms lucidly so as to communicate with governments, peer organisations, infrastructure industry, civil society and donors
    • Work outside-in: contextualise this approach against the backdrop of big picture urbanisation trends and contemporary issues such as climate change and mobility, water and sanitation, women and child safety, urban poverty and livelihoods housing and slums, urban infrastructure etc, and develop credible linkages between Jana USP’s chosen policy areas and these factors.
    • Have a focused approach to advocating actively for reforms across the lifecycle of law, policy, institutions and implementation, building on Jana USP’s body of work (directly with government and indirectly through peers and partners, civil society, media, industry).
  • Make relevant in popular discourse, spatial policies and reforms needed thereto by establishing and coherently articulating correlation and causality between urban planning and design on one hand and contemporary/emerging trends on the other
    • Coherently communicate how urban planning and design (and reforms to the same) is fundamental to future of India’s cities, across 4 E s of Economic growth and jobs, Equitable access to opportunities and services, Environmental sustainability and climate change, all within the rubric of democratic Engagement.
    • Establish thought leadership and visibility for Jana USP in areas closely aligned to urban planning and design such as climate change, mobility, water and sanitation, natural environment, urban flooding, women and child safety, urban poverty and livelihoods, housing and slums and urban infrastructure.
    • Identify opportunities for new proofs of concept that advance the mission, and actively curate implementation in partnership with practice teams at Jana USP and external stakeholders.
    • Actively identify opportunities for partnerships and collaborations to strengthen popular understanding of urban planning and design as foundation for sectoral accomplishments mentioned in point 2 above.
  • Stakeholder engagement and communication
    • Represent Jana USP in external forums, events and meetings, participate in policy dialogues both as speaker and participant.
    • Publish spatial policy briefs, opinion pieces in popular dailies, and other media.
    • Establish and maintain relationships with government stakeholders, partners in civil society and industry, bilateral and multilateral agencies, and donors to achieve active collaboration and alliances on program development and implementation.
    • Put in place a communication plan and execute the same.
    • Raise funds for the spatial policy team.
  • Leadership of the Policy team
    • Based on development success and growth of the program, recruit, manage and develop the spatial policy team, including for example innovative engagement with universities – domestic and overseas - for internship programs; lead the team in the delivery of operational goals; finalize the annual work plan and budgets; oversee the implementation, including providing direction, guidance and technical support.
    • Oversee and approve program work plans and the optimum and appropriate allocation and use of resources; monitor compliance of grant/MoU conditions.
    • Manage performance of team members, provide managerial direction, guidance and leadership and performance feedback and coaching.
    • Promote learning and development and put in place systematic leadership development/talent development plans and programs.
    • Lead innovation and adoption of best practices in the team.

Educational requirements:

  • Master’s degree or equivalent in urban planning and design, environment or public policy, or other directly relevant fields;
  •  

Experience requirements

  • 15 years of experience in urban planning, urban policy or government advisory; should have held leadership roles in your career, engaging with senior stakeholders in government/civil society/industry;
  • Adequate experience in leading high-performance teams
  • Strong project management skills and sharp focus on high-quality, timely execution
  • Should have led engagements with governments on urban spatial policy; should preferably have a deep understanding of urbanisation and allied challenges and developments in India, and exposure to emerging trends in climate change, mobility, water and sanitation, natural environment, urban flooding, women and child safety, urban poverty and livelihoods, housing and slums and urban infrastructure.
