Project Background:
The Federal Republic of Germany and the Government of the Republic of India have, under the 
Indo-German Technical Cooperation, agreed to jointly promote the “Indo-German Energy 
Programme” (IGEN) with the aim to foster sustainability in built environment in order to 
use sustainable materials for Thermal comfort and in turn improve the environment and climate 
conditions. IGEN’s programme, Climate Smart Buildings (CSB) proposes to extend technical 
assistance and cooperation for the following:
  • Technical assistance in developing thermal comfort action plan for climate resilience  building for mass scale application in selected states for Affordable Housing
  • Technical support in implementation of Global Housing Technology Challenge-India  (GHTC-India)
The Climate Smart Buildings (CSB) programme is aligned with the commitments made by the 
Indian Government to meet its objectives submitted under SDG 11.

The objective of this programme is to increase of climate resilience in buildings by adopting 
innovative passive measures, local sustainable and low embodied energy material coupled with 
best available technologies in constructions and buildings in affordable housing.The main objective 
is to make a standard on Thermal comfort for affordable housing so that the degree of discomfort 
hours could be reduced by more than 50% through series of passive design solutions and various 
passive measures thus improving the quality of livelihood and further to its affordability. 
Additionally, this will be supported by the development of innovative emerging technologies and 
construction materials and implementation of ongoing programme of MoHUA.

Responsibilities: Read the Notification .
Educational requirements:
  • Graduation in Architecture / Planning from a recognized University 
  • Post-graduate Master’s in Architecture/Engineering/Planning/Environmental Management/other allied fields 
  • Applicants with bachelor's degree combined with two additional years of relevant  experience may be considered
Experience requirements:
  • At least 3 years of progressive experience which should include project related experience  in the areas of affordable housing, building thermal performance analysis and building  sector policies
  • Specific sector and technical expertise in at least one of the following fields: 
    • a. Thermal comfort and building performance analysis 
    • b. Rapid construction technologies for mass affordable housing 
  • Desirable: 
    • Experience of working with ministries/ state government/ Urban Local Bodies in India 
    • Experience of working with bilateral / multi-laterals will be given preference 
    • Research projects and publications on thermal comfort, affordable housing, rapid  construction technologies, building performance analysis, etc. 
    • Candidates having ECBC Master Trainer / GRIHA Evaluator & Trainer / LEED AP / IGBC AP / CMVP professional certification are desirable 
Desired Skills:
  • Capability to work with a diverse team, communicate with a broad variety of stakeholders,  and presentation and negotiation skills 
  • Sound knowledge of Building Codes and related policies (development, implementation  and enforcement)
  • Knowledge of building approval process and building energy audit/commissioning • Familiarity with government policies, programmes and government operational systems in  India 
  • Familiarity with following construction technologies:
  • Excellent oral and written communication skills in English and Hindi; excellent report writing skills
  • Familiarity with the regional context of Uttar Pradesh, Gujarat, Jharkhand, Madhya  Pradesh, Tamil Nadu and Tripura is an advantage. Knowledge of other regional languages an advantage.
