Responsibilities:

- Engagement with and persuasion of government institutions and functionaries to advocate for and administer robust municipal finance reforms
- Towards delivery of commitments made under existing and future government and donor engagements, ideate boldly and creatively, to rapidly convert ideas into action plans and to execute the same at scale and with agility
- Manage the on-ground local teams that work with States and cities on projects pertaining to fiscal devolution, financial reporting, revenue mobilization, raising market finance and infra financing
- Manage Government stakeholders and liaison with other teams for ensuring timely delivery on commitments and client satisfaction
- Create a framework for regular follow-ups with the on-ground team and regular internal reporting to higher management
- Create blueprints of the reforms to be implemented at the Central/State/City level and build templates for advocacy around it
- Actively work with the Cityfinance Product Management team for translating the said blueprints into products/modules on Cityfinance
- Deepen knowledge and analytical firepower for advancing existing advocacy agendas in Municipal Finance and identify contemporary trends and new advocacy agendas
- Identify and work with small cohorts of knowledge partners/consultants on joint advocacy agendas and as required, independently publish & present knowledge briefs & thought leadership papers to build advocacy with government
- Actively seek partners for creating an ecosystem of donors, CSOs, researchers, knowledge partners, consultants, etc. to improve advocacy outcomes at scale
- Collaborate with and assist internal teams in running Information, Education and Communication (IEC) campaigns.
- A Chartered Accountant or a Post Graduate in Business Management/ Finance/ economics/ public policy/ urban planning; Graduates in these fields with good work experience are encouraged to apply;
- At least 5 years of professional work experience for Associate Manager and 8 years for Manager in Government Advisory, Public Finance or Business/Management Consulting
- Candidates from alternative academic backgrounds with outstanding academic and career accomplishments and relevant work experience would also be considered
- Preferred: should have worked on projects with governments on urban infra financing, municipal revenue optimization/augmentation, transaction advisory, ecosystem engagement, network building etc
- Existing knowledge of/Ability and willingness to grasp quickly, concepts/policies/landscape of Urban Governance, Municipal / Public Finance and tax laws
- Ability to work with ambiguity
- Persuasion and persistence to engage with government functionaries and deliver on programme objectives and reform agendas.
- Ability to manage large high-stakes projects in partnership with external stakeholders, especially senior government officials
- Strong programme management skills
- Ruthless (objective) prioritization skills
- Excellent communication skills- both written and verbal
- Willingness to extend oneself to accomplish work objectives with tight deadlines, simultaneously pursuing excellence
- Positive attitude, flexibility and ability to adapt to a dynamic work environment
- Willingness to take initiative and ownership of individual projects
