Responsibilities: 
Under the overall supervision of the Country Programme Manager, UN-Habitat India, the Consultant - Senior Urban Planner, SCIAP will work under overall guidance of the Lead – Urban Lab, Planning, Finance and Economy Section, HQ, and the Senior Urban Planner, UN-Habitat India to undertake the following activities:
  • Provide technical and management support related to strategic urban planning and area-based transformative projects to achieve the project objectives;
  • Based on data collected and with application of the Urban Sustainability Assessment Framework (USAF), strengthen data interpretation and analysis to refine draft urban profiles and diagnostics developed, linking, as necessary, to advocacy with municipal corporation and development authority;
  • Formulate ‘sustainable city strategies’ which are area-based (spatial/territorial) strategic plans and interventions based on the city profiles and diagnostics of issues and potential opportunities focusing on the objective to improve sustainability and resilience of city in the medium term (5-year development timeframe). These strategies will strengthen and enable city leadership and managers to drive future development based on quantifiable data and assessment using rational decision-making. They should provide a significant impetus for transformative projects and negotiations in a complex web of competing demands for resources for most impact on the city residents and communities.
  • Plan and facilitate online and in-person workshops with community and local authorities to draft multi-sectoral and incremental area-based plans and citywide sustainable strategies (as applicable) that comprise priority interventions for improving basic services, low carbon infrastructure and environment through nature-based solutions and environment-friendly approaches for sustainable and resilient development; ensure compliance with minimum planning requirements, bye laws and zoning codes; plans to be endorsed by local authorities;
  • Collaborate with field personnel to assure quality and timely implementation of ongoing and upcoming activities in coordination with relevant colleagues and the Country Programme Manager;
  • Support the drafting of background papers, analysis, sections of reports and studies, inputs to publications, etc.;
  • Provide technical support for development of clear planning proposals, concept drawings, renderings, infographics, and three-dimensional digital models, as needed for the sustainable city strategy.
  • Review and consolidate comments received on deliverables produced by the project team prior to submission to the clients, with a view to ensure quality assurance and quality standards expected of international organizations;
  • Any other assignments requested by the Country Programme Manager.
Qualifications, skills, and experience:
  • An advanced university degree (Master's degree or equivalent) in Urban Planning and Policy, Urban Design, Urban Geography, Urban Economics, Development Studies, Urban Governance, Regional Planning, Civil Engineering, Architecture, or any other related field. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • At least 10 years of progressively responsible experience in community engagement, spatial planning and urban design. Demonstrated capacity to supervise graphic representation of ideas and concepts and familiarity with graphic design packages are required. Experience in working with government institutions at national and local level in India is an advantage. Experience in working with teams and with partners is required. Experience within the United Nations common system will be an advantage. Proficiency in design and illustration software is necessary
